Packages for locally engaged staff in Afghanistan

Defence Secretary Philip Hammond has announced the redundancy options available for the UK's locally engaged staff in Afghanistan.






In a written statement to Parliament Mr Hammond said that the UK government had decided to implement a generous package of training and support for its locally engaged staff in Afghanistan in recognition of their contribution to the shared goal of a more secure, stable and prosperous Afghanistan.
Mr Hammond stated:
Without them, the UK’s contribution to the international mission would not have been possible. We pay tribute to those who have made the ultimate sacrifice and those who have been injured whilst working with us.
The [UK] government wants to encourage local staff to stay in Afghanistan and to use their skills and knowledge to make it stronger, better able to meet the challenges ahead, and to seize the opportunities.

The package will provide local staff with up to 5 years of training or education in Afghanistan, in a subject of their own choosing, and a living stipend for the full period of training, based on their final salary.
Staff who prefer not to take up the training package will be offered a second option – a financial severance payment which represents 18 months’ salary, to be paid in monthly instalments.
These options aim to encourage local staff to develop valuable skills and knowledge in Afghanistan so they can go on contributing to a brighter future for themselves, their families and their country.

 

Resettlement

 

The government acknowledges that some local staff, such as interpreters, have worked in particularly dangerous and challenging roles in Helmand. In recognition of this unique and exceptional service to the United Kingdom, these local staff and their immediate families will be offered a third option – resettlement in the UK. In order to help them adjust to life in the UK, they will be offered initial assistance and accommodation, including access to benefits, as well as support in seeking employment.
To be eligible for resettlement in the UK, local staff must have routinely worked in dangerous and challenging roles in Helmand outside protected bases. Seriously injured staff, who might have qualified had their employment not been terminated due to injuries sustained in combat, are also included. Local staff who were contracted by the UK but who mostly worked for Danish or Estonian forces, and who meet the criteria above, are also eligible. This approach has been agreed with the Danish and Estonian governments.

 

Eligibility

 

Qualification for this redundancy scheme is limited to those local staff who were in post, working directly for Her Majesty’s Government, on 19 December 2012, when the Prime Minister announced the drawdown of UK forces, and who will have served more than 12 months when they are made redundant.
In total, it is estimated that around 1,200 local staff will qualify for a redundancy package. Of these, it is thought up to 600 will be eligible for resettlement, though they may choose to stay in Afghanistan to help build its future, supported by the training and financial packages.

As our presence in Afghanistan reduces, our requirement for the support of local staff is also reducing. The government recognises the contribution and commitment of all local staff. They have played a vital role in contributing to our shared goal, a more secure, stable and prosperous Afghanistan. Without them, the UK’s contribution to the international mission would not have been possible. We pay tribute to those who have made the ultimate sacrifice and those who have been injured whilst working with us.

The future of Afghanistan lies in the hearts and minds of such people, who have done so much to move their country forward. Having invested so much already, the government wants to encourage local staff to stay in Afghanistan and to use their skills and knowledge to make it stronger, better able to meet the challenges ahead and to seize the opportunities.

For this reason, we have decided to implement a generous package of training and financial support for our locally engaged staff in Afghanistan. We have always been clear in our desire to recognise the efforts of local staff, and have balanced this against a range of other factors. These include the cost of any scheme, and the potential impact on the UK and on Afghanistan of resettling large numbers of people. In line with previous similar policies, qualification for this redundancy scheme is limited to those local staff who were in post, working directly for HMG, on 19 December 2012, when the Prime Minister announced the drawdown of UK forces, and who have served more than 12 months when they are made redundant. Those whose employment ended before this date, and those whose employment was ended voluntarily or for disciplinary reasons will not be eligible. In total, we estimate that around 1,200 local staff will qualify for a redundancy package. Of these, we estimate up to 600 will be eligible for resettlement, though they may choose to stay in Afghanistan to help build its future, supported by the training and financial packages.

Further details of the practical arrangements for applying for and implementing the redundancy scheme will be announced in due course.
Separately from the redundancy package, we recognise our obligations to any local staff who face real threats to their safety or that of their immediate family as a result of their service to the UK. Our existing intimidation policy will remain in place for all local staff, regardless of their date and duration of employment. This ensures that local staff who face real threats to their own and their families’ safety, now and in the future, are supported. The policy offers relocation within Afghanistan and, in the most extreme cases, the possibility of resettlement in the UK. We are currently reviewing the policy to ensure it continues to provide a fair and robust system of assessing threats to, and ensuring the protection of, our local staff.

The UK is strongly committed to the future of Afghanistan and will maintain a long-term relationship based around trade, diplomacy, development assistance, financial contribution to the ANSF and military training. Our future work in Afghanistan will continue to benefit from the talent and dedication of local staff, and we will never forget this.

Up to 600 Afghan interpreters who worked alongside British troops are to be given the right to live in the UK, government sources have confirmed.

The plan marks a climbdown from ministers who had decided they should not get the same UK resettlement rights as interpreters in the Iraq conflict.

Afghan interpreters who worked on the front line for a year or more will initially be offered a five-year visa.

The move covers about half of Afghan interpreters who helped the UK.

A Downing Street source said the proposals would give interpreters a choice – “the opportunity to go on working in Afghanistan, learning new skills and to go on rebuilding their country or to come and make a new start in Britain”.

BBC defence correspondent Caroline Wyatt said the coalition previously appeared to be split on the issue.

Liberal Democrats, including former Royal Marine Lord Ashdown, had called for a resettlement package.

Others feared a blanket right to come to the UK could be taken as a sign of a lack of faith in Afghanistan’s future after Western forces left, our correspondent added.

Three Afghan interpreters had already issued a High Court claim for a judicial review of the UK government’s previous decision.

The Downing Street source said Prime Minister David Cameron had been “very clear that we should not turn our backs on those who have trod the same path as our soldiers in Helmand, consistently putting their lives at risk to help our troops achieve their mission”.

“We should recognise the service given by those who have regularly put themselves in real danger while working for us,” the source added.

Many of the interpreters who will be helped say they have received serious threats to their lives, while some have already fled to the UK to claim asylum.


Under the plans, which have yet to be signed off by ministers, those allowed into the UK on a five-year visa will then be able to apply for indefinite leave.

The Border Agency will approve how many close family members they are allowed to bring.

Interpreters who choose to stay in Afghanistan will be allowed to sign up for for fully-funded training and education for five years, or instead be paid at their current rate for a further 18 months.

Earlier this month, Prime Minister David Cameron said the UK should “do everything we can to encourage talented Afghans to stay in their country and contribute to it”.

That should include a “really generous” package of support for interpreters, he told Radio 4′s World at One.

Under the new plan, some other locals who had helped British soldiers in non-front-line roles, such as cooks and security guards, will also be given the choice of training and education, or further payments.

Lawyer Rosa Curling, who is representing three interpreters who launched a legal challenge against the UK government, praised the decision “to recognise their bravery and to make sure that their lives are now kept safe”.

“These are men who have been on the front line with our troops, risking their lives, involved in frontline battle, so we’re delighted that the government has finally seen sense and decided to provide them with the assistance that they provided to the Iraqi interpreters,” she told BBC Radio 5 live.

She said that, for her clients, “the death threats continue, so resettling in Afghanistan does seem to be very difficult – the Taliban are very effective at following them”.

Several other countries who have fought in Afghanistan, including the US, Canada, New Zealand and Australia, have put schemes in place to offer asylum to at least some of the interpreters they employed.


After the Iraq war, Britain gave Iraqi interpreters either one-off financial assistance or exceptional indefinite leave to remain in the UK with help to relocate, or the opportunity to resettle through the UK’s Gateway programme run in partnership with the UN’s High Commissioner for Refugees.

In an answer to a Parliamentary question earlier this year about asylum for interpreters, the government referred to “the previous government’s mass resettlement of over 900 locally employed staff in Iraq”.

LONDON: Around 600 Afghan interpreters who served with British forces fighting the Taliban in southern Afghanistan will be allowed to stay in Britain, the government revealed on Wednesday.
Prime Minister David Cameron initially opposed calls to allow interpreters and their families to settle in Britain, but backed down following a campaign.
He is now preparing to offer five-year visas to those who served on the front line for a year or more. The interpreters say they face the threat of being attacked by the Taliban in their homeland because of their work with foreign forces.
"The PM has been very clear that we should not turn our backs on those who have trod the same path as our soldiers in Helmand, consistently putting their lives at risk to help our troops achieve their mission," said a source from Cameron's Downing Street office.
"We should recognise the service given by those who have regularly put themselves in real danger while working for us.
"These proposals give them a choice: the opportunity to go on working in Afghanistan, learning new skills and to go on rebuilding their country or to come and make a new start in Britain."
Those who wish to remain in Afghanistan will receive an improved financial offer under the new plans.
They will be paid their salary for five years if they train or study or be paid for 18 months if not.
Cameron earlier said that Afghan interpreters should only be allowed to stay in Britain "in extremis".
"I do think that when we think of all that we have spent and all the cost in money and human lives we have put into Afghanistan, we should do everything we can to encourage talented Afghans to stay in their country and contribute to it," he added.
Britain is set to withdraw 3,800 of the country's 9,000 troops from Afghanistan this year, as the NATO-led foreign force prepares to withdraw all combat troops by the end of next year.

How foolish it is to think of suicide! Such a precious gift of God – the human body – to be destroyed for petty matters. It is the cowardly and the weak-minded who are afraid to face challenges and difficulties in life take recourse to such foolish acts. A hero who is ready to face challenges with courage and boldness never thinks of committing suicide but always tries to find remedies to solve them.

Life is not so cheap that we can play with it. The body has come into existence not out of an accident but out of the law of Karma. If our sufferings are the result of our past actions, we have full freedom to change them by performing good actions. Most of the people feel frustrated when their desires are not satisfied and try to commit suicide. But they forget the eternal law that we get only what we deserve and not what we desire. Why not increase our power of deserving things by sincere and honest hard work?

Once in a state of depression, Sri Anna Hazare wanted to commit suicide. Just before he attempted it, Swami Vivekananda's small booklet came to his hand. He read thoroughly again and again. The impact was such that his entire thinking underwent drastic change. He realised the worth of the human life after reading some teachings of Swami Vivekananda.: "Blessed are those whose bodies gets destroyed in the service of others." "They alone live who live for others; the rest are more dead than alive." After reading such inspiring messages he changed his plan and decided not to destroy body but to offer it for the service of fellow human beings. He went back to his village and started working for the people there. People look upon him as him as a savior, respect him, and bow down to him because of his great contribution in moulding their lives. The body which he wanted to destroy and offer to crows and vultures by committing suicide is being honoured by thousands.

Those who have faith in God and believe that it is His will that wants us to suffer in order to learn lessons from suffering, only to rise above them in due course, surrender themselves to that Supreme Divine being and never think of committing suicide. God is like a big sponge or shock absorber. Pass on your sufferings to Him, pray to him for help and ask for strength to bear them with a tranquil mind, sufferings will pass away like clouds. How much the boy Prahlada suffered! His own father Hirajnyakasipu tortured him, harassed him but his faith in God was such that the Lord had to protect him.

The ultimate goal of human life is to realise God or Self or Atman eternally present in the depth of human body. If you are depressed because you could not achieve worldly success, take it in a positive way and think that your life is not meant for petty things of this world but God wants you to strive for higher spiritual things which can give you infinite peace and happiness, and thus you can overcome all your miseries like birth, death, desease, old age, etc., once for all. Sufferings are related only to body and the mind but soul within is free from all such bondages. Blessed are those who learn lessons from sufferings, instead of running away from the problems by committing suicide. Try to find permanent solutions for them by striving for spiritual enlightenment.

It is a general belief that the person who cuts short his life by committing suicide becomes a ghost. Since he has taken law of nature in his own hands, he will not get another body till the allotted life-span is over. Till then has to remain in a subtle body; this state is supposed to be a state of terrible suffering. Even after getting another body, he has to suffer for his previous karma more intensely because of his terrible sin of killing his own body. Therefore, it is foolish to destroy one's body by committing suicide. Heroic souls work out their karma by their self-effort and, instead of destroying their bodies, they destroy the root cause of suffering, that is, bad impressions and tendencies through the practice of devotion, scriptural study, meditation and good actions.

MUMBAI: The Maharashtra government has admitted the loss of personal data of about 3 lakh applicants for Aadhaar card, an error that has forced the inconvenience of reapplication on unwitting victims and sparked concerns over possible misuse of the data.

Containing PAN and biometric information, the data was being uploaded by the state information technology department from Mumbai to the central Bangalore server of the Unique Identification Number Authority of India when it got "lost". "The information is encrypted when uploaded. While the transmission was in progress, the hard disk with the data crashed. When the data was downloaded in Bangalore, it could not be decrypted," said an official from the state IT department, which is overseeing the enrolment of citizens for Unique Identification number (UID) or Aadhaar card. The data mostly belonged to applicants from Mumbai.

Rajesh Agarwal, secretary in the state IT department, maintained the lost data was highly encrypted and thus cannot be opened without "keys and multi-clues".

Still, fears of misuse persisted. An application for Aadhaar card requires PAN details,
proof of data of birth and residence, iris images, biometric data, and, if preferred, bank account numbers.

The loss came on top of thefts of laptops with UID data from Mumbai. Though complaints were registered with the police, officials contended the crimes were not necessarily for the data. The information on laptops therefore, they said, might not have been misused.

The consequence of this multi-faceted data mismanagement is being borne by people like T V Shah. A senior citizen living in Vile Parle, he applied for Aadhaar cards for his wife and himself but has not received them yet. "For a while, they said they will send the cards soon. I even wrote to the planning commission (nodal agency), but there was no reply. It seems they have lost our personal data, including our biometric details. Now they are telling us to re-register," said Shah.

No explanations were offered to Shah as to what happened to his data.

Terrified that his personal data like PAN and SIM details may be misused, Shah is wondering if he should file a police complaint. "I remember reading news reports about a case of forgery in which one person's PAN card was misused by somebody else to obtain a SIM card. The police made the PAN holder dance from Bangalore to Delhi," he said.

As strong as his concern over data misuse is Shah's dread of re-registration. The last time, he was told on day one to bring the ration card for the enrolment form. On day two he was informed that forms were issued only from 9am to 10am. On day three he was told forms were exhausted. Days later, he was told to come before 11.30am for an appointment. The next day, he was told to come another day since the person who gave appointments was out of office.

Registration for Aadhaar cards is currently underway in Mumbai city and suburbs, Pune, Nandurbar, Amravati and Wardha.

Officials said 30 agencies are working in Maharashtra on the enrolment for Aadhaar cards. So far, 6 crore citizens have been registered and 5.25 crore UID numbers generated. In Mumbai, of its 1.24 crore residents, 90 lakh have been enrolled and 85 lakh Aadhaar cards generated.

"The data that was lost constitutes over 1% of the total data collected. We have filed police complaints," said an IT official, stressing that the department was responsible only for enrolment.

Confusion reigns over card, implementation timing

The gradually increasing currency of Aadhaar is simultaneously exposing the confusion over the system and its deficiencies. While the card is being demanded compulsorily for several services, it is also being refused by some for ostensible errors.

Rajan Alimchandani, a senior citizen, got his Aadhaar card without any hassle. The hassle began after its receipt. The Worli resident said: "My Aadhaar card bears my year of birth, but not the date of birth. When I produced it for a substitute debit card, the bank told me the Aadhaar card was invalid."

Rajesh Agarwal, secretary in the state IT department, clarified that Alimchandani's card was not invalid. "All cards issued so far bear just the year of birth. Many senior citizens are unable to provide the date of birth. Hence, only the year. Even my card bears just the year," said Agarwal.

The Unique Identification Authority of India (UIDAI) is mulling placing the date of birth too on the card. Those who have been issued cards, however, may not get new ones, said sources.

T V Shah, a former hydraulic engineer with the BMC, suffered a different problem. He and his wife applied for Aadhaar cards in 2011, but were never informed of their status. In January, when he went to the BMC for continuing his pension he was told that a photocopy of his Aadhaar card was needed for the allowance to be dispensed. "The BMC finally agreed to accept the enrolment receipt. But now, I have received a letter from the UIDAI to reregister ," Shah said.

Yasmin works as a domestic help in Bandra (W) and has two daughters who study in the local civic school. Yasmin had to hire an agent to get Aadhaar cards for the daughters since the school said that "from the next academic year we have to buy textbooks, uniforms ourselves. The money will be put directly into the children's bank accounts" . "If I had not got the cards for my children, they wouldn't have been able to study."

Who's affected

The lost UID data was of applications being processed; it mainly belonged to people from Mumbai. Those who have received their Aadhaar cards will be unaffected

Several questions arise here. What happens if the data do fall into wrong hands and citizens lose plastic money or money from their accounts? Who tracks the route of loss of data and who compensates the citizen? Government agencies must learn to act more responsibly when they have been entrusted with such valuable information.
